It's not exactly known which Mario game was the first to feature Charles Martinet as the voice of Mario but it was either one of two. The first was the CD-Rom re-release of Mario Teaches Typing for the PC. The second one was Mario's Game Gallery for PC (later re-released as Mario's Fundamentals). Both games were released in 1995 but it's unknown what the exact date was of their release.

The original release of Mario Teaches Typing released for the DOS in 1991 features Ronald B. Ruben as the voice of Mario.
The CD-Rom release features Nintendo's real-time animation head of Mario used at trade shows as seen here (from 7:51):
