Let's try this again.
The flippers in the West Clock Town Trading Post are Zora Flippers. Although flippers in previous Zelda titles are usually blue, these flippers are consistent with the "skin" of the Zoras in MM 3DS. They are located at the top left of the shop.
The Zoras pictures below are from Ocarina of Time and Majora's Mask. Both games' pictures are from the N64 version (there seems to be more material for the N64 versions when searched on Google. Many 3DS searches are gameplay comparison shots).
