Guile has a cameo ,during the boss fight with Freddie in France. He can be seen in the background, cheering him on (Start watching at the 13:54 mark).
Chun-Li makes a cameo as well, where she can be found eating ramen in the first stage (Start watching at the 2:37 mark).
