I've noticed with a lot of 80s games, particularly British titles, they do not feature a company which developed it but a single designer, or in some cases 2 or 3.

The developers might be 2 or 3 names with of course a publisher credited. If the developers would go on to found a company, then the game could easily be credited with the latter, or if they were commissioned by the publisher to create the game for the company then the publisher could be listed.

However when coming to this sort of situation where perhaps the developers didn't later form a company or the game was unbeknownst to the publisher until they presented it to them to be released, what is or should be the protocol for when deciding who is to be listed as the developer for the game when there's either one or more individuals?
I think the best option will likely be to just put the publisher in. It's the simple solution, and the one that I think most people will agree will be recognised.
