Path of Exile is a Free-to-Play Rougelike game, similar to Torchlight and Diablo. I would go so far as to say that it far surpasses the likes of Diablo III, and features many ideas that I feel bring a great deal to the genre.
The game is of course Free-to-Play, but the developers are strong gamers themselves and have managed the balance VERY well. The game does not require payment to complete, and paying does not give you a major benefit. It is incredibly well balanced, and incredibly fun.
You can run the game through Steam, or you can run it through its own launcher - either is just fine. Check it out here:

What is on the options for buying in-game? Also, how would you compare this to Diablo 2?

I would say that this is a great spiritual successor to Diablo 2. I'm not far enough into it to tell you how it compares deeply, but it is greatly improved over 3. There is a lot more customisation in the skill tree (it is VAST) - you should check it out.
