Hi,
Leon from the Neo Geo title "Shock Troopers 2nd Squad" looks like Jean Reno.

The fun fact is that Jean Reno played in a movie from 1994 called "Léon" too.

Not sure if it's my own imagination or not but they look very similar ?

I don't think this would really be something that can be confirmed without a developer stating it. Just because he has a goatee and glasses similar to Jean Reno does in that picture doesn't really give much confirmation.

Impossible for me to know it because the game is insanely rare and expensive.
I don't have any pics of the flyers from the AES version.
The characters seem to speak Engrish from what i've heard.
EDIT:
The Wikia page mention that he is French, not enough i think.
