In the game, it's possible to make gender swapped variants of various things. The female devil and female incubus seem to resemble the characters Scanty and Kneesocks from the anime Panty and Stocking with Garterbelt.

When did this anime come out? It'd be interesting if it is a reference but we can't base it entirely on the characters' hair.

The first episode premièred on October 1, 2010. Unlimited was released in Australia on November 29, 2012 (US version was released on November 13). So it's plausible.

Even if the hair style is almost identical, the horn is different and the anime character doesn't seem to have a tail or wings.

Well, that's what I'm saying. They have to stick true to their art style, so they base things mostly upon their current established characters, which explains that, but it still leads the question of intent.

If it really was a reference they could've at least made the incubus have a similar horn like is the case with the devil.

The Incubus isn't even red, so it really does show they were going for Kneesocks there with the Succubus.
