Only two pages in the source is Majora's Mask mentioned:
http://ign.com/articles/2004/03/26/gdc-2004-the-history-of-zelda?page=3 which merely states that they gave Majora's Mask a 3 day system, and that it uses the OoT engine;
and http://au.ign.com/articles/2004/03/26/gdc-2004-the-history-of-zelda?page=6 which says that they "changed the entire game system in Majora's Mask into a three-day time system"

The entry in question is one of the older ones on the site, and has been munged together from several sources and since-rewritten or deleted entries. The current source probably has some gems to be gleaned from it, but you're correct that none of the claims made in the entry are supported by it. It could take some work to untangle and re-source, but it's on my list.
