Portal wasn't conceived by the team that developed Half Life, it was conceived by Nuclear Monkey Software who originally design the game as part of their college coursework if I remember correctly.
It was only when Valve picked them up that some of the Half Life team were added to the development group - I wouldn't say that Portal is a spiritual successor to Half Life at all. Sure both games share the same world and some mechanics but I wouldn't say that's enough to think that it's in any way related.
