As for why its popular, its more or less the only non-legendary with its own dedicated movie.

You mean Lucario and the Mystery of Mew, the movie that was dedicated to him and Mew. If that was true than people should LOVE the Unknown (who are non-legendary by definition), who were more or less the villains of the 3rd movie.

Not really, they weren't a single entity. They were there, and they were the driving force, but it wasn't presented like that. Entei was given main focus and the unown were subjugated to a plot point. Besides, there were many of them, without any real distinction of individual ones, where Lucario went along an entire journey with the main characters.
