That's a real puzzler...
I'd say recheck all of your connections, make sure nothing is loose. It's possible when removing the card you jostled something and made it loose... It's possible something isn't functioning, but that's always hard to determine. Does your motherboard have a speaker that beeps? If so, how many beeps, and what motherboard do you have?
I can easily assume that the computer isn't getting past the bios if the USB devices aren't lighting up, unless if you leave it for a while, the Windows start up sound comes from your speakers. I'd advise trying to put your keyboard into the same USB slot as you have your Wifi adapter, see if it flashes when you turn the computer on from that slot.
It could just mean that you're getting power from USB, but not data connection.
