There are a lot of reason why it's difficult to move games onto other systems.
For one, a lot of the original games source code has been lost, like Panzar Dragoon Saga, Sega can't make a HD version of it since they don't have the original code they had the first time to change values to make it look better.
And if they did use some sort of emulation to be able to put older games onto the newer systems people will either complain that the game isn't in HD (just like above, it's not possible without a lot of work) and emulation can be a strain on the system. Xbox emulation on the 360 was shit at times, and sometimes didn't even work with some games.
Besides, there isn't much demand for older games by the mainstream unless it's Ocarina of Time or some other N64 title, so a lot of companies have very little reason to actually spend how ever much money to redo a game and port it to the system for a tenth of it's original price to make a small profit or barely break even.
That's just my take on it though.
