I do a Television Production course and have had to cover the ball of confusing that is copyright rules and fair use. We were told next to nothing about fair use in our notes besides "Its a thing but it doesn't matter to you" except, you know, it DOES matter to that course type. I did find a website that defines the legal use of it, in the UK at least. Don't know if it covers international usage but after talking to my lectures (all of which have extensive histories in TV) it is considered the standard for the UK entertainment industry.
