Are there any games like Mega Man Legends?

Childishly fun atmosphere with non-linear gameplay that rewards exploration with upgrades to your weapons? I loved that the Legends games had this sort of "You can do whatever you like while you play the main quest" sort of feel. It never felt like side quests were forced or thrown in. It was just, fun stuff to do on the side while running around exploring.
