Can't say I agree with that latter point, even slightly. Studio Ghibli never had a time where it was in a slump, and honestly, despite how people complained, Disney made it their slump with no problem, so it's not as you say.
About the movie itself, no matter who is making it, it's stupid. Mega Man is not a live action hero, there is no one alive who I can think of that would be able to play his role, yet alone the rest of them, and unless we later find it out it's attached to a new game Ala Ratchet and Clank, it's not going to win anyone over.
