It's basically saying "so there's a meme that NEARLY got into Pokemon but didn't" It's like saying that "Hideki Naganuma wanted to work on Splatoon because it had a similar artstyle to Jet Set Radio but he didn't."
Unless this Pokémon has been confirmed or something? I haven't kept up to date with anything but the starters final evo.
So, what's the meme part? The Ghost-type and Meat Shield ability? Or is it because Eric CreamyMemes started he petition? I'm lost. It may have started as a joke, but over 121,000 people signed that stupid petition. Oh, well.
