Now, this may seem like a strange or hard to pin down one, but its a pretty common element. Think of this as the rebels, the terrorists, the special operations, the militia, the volunteer corps. Anyone who isn't part of the regular military.

I'm going with Squad 7 of the Gallian Militia's 3rd Regiment as seen in Valkyria Chronicles.
