To clarify the Japan thing, because almost no one is talking about it, console modding is only part of the legal changes there. This new legislation they put in, also makes it illegal to hack steam and sell stolen keys for games, and while the modding is a little over the top, Japan has a huge hacking problem in their games since most people don't have time to play games legitimately and thus unfair modding happens a lot for those that even do play games outside of mobile titles there. It's a cultural thing that's not likely to spread elsewhere, though the selling of stolen keys is something we ought to adapt in the West, it is still theft after all.
