She's from Ring of Destruction: Slam Masters II/Super Muscle Bomber: The International Blowout, a sequel to Saturday Night Slam Masters. Both games are prequels to Final Fight. Back in the day, Capcom USA changed the setting by making it a sequel to Final Fight instead. Why? 'Cuz Capcom USA likes making weird localization changes, that's why.
