This one is REALLY far-fetched, so stay with me.
I downloaded Mario Kart: Super Circut on my PSP to see how fun it is. I get 2nd Place alot, which means I often listen to the 2nd Results screen music.
And I noticed the beginning segment sounds alot like parts of the song: "Celebrate" by Kool and the Gang.
