There are very few games in the Lupin the 3rd series that have received a western release.
Lupin the 3rd: Treasure of the Sorcerer King is one of the few that did receive a Western release. It was released in English but only in the US. It was released in the PAL region, however, only in Italy.
The other game, Lupin Sansei: Lupin ni wa Shi o, Zenigata ni wa Koi o, which roughly translates to Lupin the 3rd: Lupin is dead, Zenigata is in love, did receive a PAL release, however, again only in Italy, as Le Avventure di Lupin III: La Morte Zenigata L'Amore.
