In the November 2014 issue of GameInformer, the game "The Flame in the Flood" was made because Forrest Dowling, lead designer of BioShock Infinite, said to Scott Sinclair that he wanted to change genres after doing so many first person shooters for a decade. He wanted to control "little ecologies" similar to FTL and Don't Starve, but have a new art and aesthetic direction. Tired of the restrictions of a first person narrative, the developers based the story on Sinclair's personal experiences and the movie "Beasts of the Southern Wild."
