Theory: Chrom in Ultimate, was he a Late Decision?

Chrom from Fire Emblem Awakening had joined the roster as an Echo Fighter to Roy. Question that everyone's been wondering lately is if this was a late decision.

*He has an Outfit for Mii Fighters despite being Playable: https://nintendosoup.com/list-of-all-mii...-ultimate/
*And he does not use the same Unique Victory Theme as Robin and Lucina, who also hail from FEA:

Hopefully we'll learn for certain one of these days, like come a time in the future when Sakurai talks about Chrom's inclusion.

And now in a recent update to Ultimate, Chrom's victory theme has been changed to what fellow FEA Characters Robin and Lucina have.
