I'll tell you right now: Megaman, the entire series. Megaman has always had among the best sound-tracks in any video game for me. The original series had some poppy, catchy tunes, especially in the third and fourth games. Megaman X1 had some decent rock tunes, while X2 and X3 had soundtracks that were almost chilling (Awesome). And of coarse, Megaman Zero had awesome soundtracks too.
...However, I would have to confess: Wily's tower Stage 1 and 2 from Megaman 2 is probably one of the most overrated videogame melodies ever in my opinion.

Vocal songs in games are usually cringey and terrible, but two of my favourite OSTs are The World Ends With You and Sonic Rush, which are both made up primarily of vocal tracks. If you like J-pop, I suggest giving them a listen (and they're both solid games, too).
Aside from that, I love the Professor Layton OSTs. I used to think they sounded too similar to each other but after becoming fully immersed in the series they're brilliant; it's a very distinct sound. I'm also loving the Phoenix Wright OSTs although I haven't gotten very far into the series.

Baten Kaitos Origins. I wish more people played this game. The soundtrack is not only awesome, it has epic names for the tracks. Instead of "Battle Theme" it's the "Valedictory Elegy"! How sweet is that?!

I enjoy the Kingdom Hearts songs, but it's been so long since I've heard them, I may have to re-hear them to really love them again...

For me, it's a tie between Final Fantasy IX and Turtles in Time. TiT's (ha, boobs) soundtrack takes me right back to being a kid, kinda makes me feel at home. And besides that, it's crazy awesome. FFIX's soundtrack was just beautiful and it's Nobuo's personal favorite, so that says something right there.

I've degraded into listening to game music almost exclusively now, so it's hard to pick favorites. The music that usually evokes the most emotion out of me are these:
