Excuse me fine individual. It is not the color of one's neck that defines such action. It is the established infrastructure of the area. Alabama is rather mountainous in some areas and it can lead to great accidents which the populous is not prepared to deal with on a regular basis. The same can be said where I am, Texas. The traffic is bad here as it is and with snow and a lot of teen drivers, especially ones not used to Texas like the many who come from California for the business ventures simply are not prepared.

Grandma, tattoos aren't flattering with that status.
(I figure you know this already but at least make it something you can easily hide. A neck tattoo just screams unemployable ( unless you're a tattoo artist )
