If it actually is a legitamite source that's giving you trouble, try restarting your router (unplug, wait 10-30 seconds, and plug back in). If, however, your source is a little less than reputable, you may just be out of luck. It's possible there's something going on with your computer or connection but it's also possible that your ISP has caught on to your downloading and is restricting bandwidth for connections that violate their terms of service. Knowing if this is affecting your internet experience as a whole or just downloads from specific locations would be necessary to really diagnose that.
