It's similar, but it's not "sampled". That would mean mixing the actual audio, rather than recreating it with new instruments. According to this interview with Grant Kirkhope (which MidwayCJ brought to my attention), he acknowledges that he probably was thinking about The Teddy Bear's Picnic while composing the music for Guntilda's Lair, but he doesn't believe it was a conscious decision to base the latter on the former.
