I think people forget that Rare has made bad games before being sold to Microsoft. We did get Donkey Kong, Perfect Dark, and Banjo-Kazooie, but we also got A Nightmare on Elm Street, Super Glove Ball, and Who Framed Roger Rabbit.
Plus, I liked Kameo (originally made for the GC), Perfect Dark Zero (better than Halo at times), and Grabbed by the Ghoulies (the first and possibly last time that Microsoft gave Rare the right to do what they wanted).
Most of their bad ones are super old, and all of the home runs they made make those very forgivable. All I can say is that I think it's accurate to assume they would've continued to make some very good titles if they had been left alone, which is something Microsoft doesn't do. It also doesn't help that they went to a very difference audience when they switched consoles.
