Jojo Part 3: Stardust Crusaders ran from 1989 to 1992, and Tekken came out in 1994. Part 3 was by far the most popular of the Jojo stories and influenced a lot of stuff in future anime/manga stuff. Even some stuff in the west took inspiration from it.

I have yet to see anything that predates Star Platnium's design, as far as the gloves go.
