It's official, Street Fighter and Rival Schools are confirmed to be a part of the same universe:

Same is true for Final Fight, btw.
Cody, Guy, Poison, Hugo, Rolento, and Sodom, all come from the Final Fight story and they are even some references to the events in FF (granted, FF was originally concieved as a direct sequel to the first SF game, but still).
