Project Lumina announced today that Melty Blood: Type Lumina is set to receive new characters, stages and free updates via a content roadmap.

Just kidding, this is fake. You can tell because 1. Type-Moon wasn't big enough to have TV ads in 2003 2. the anime footage comes from Carnival Phantasm, which was released in 2012 3. this uses the Vine Boom sound effect and 4. Neco-Arc is doing the floss.
Still pretty well done, thought. Even with all of that it still looks like a legit commercial.

Contrary to what some people are saying, Neco-Arc is not a recent meme. She was already a meme back in 2008. The reason why the meme recently took a spike in popularity is because of the return of Melty Blood and Tsukihime.
EDIT: for those who don't know, Neco-Arc is parody of another Melty Blood/Tsukihime character named Arcueid Brunestud. Yes, there are a lot of people that don't know this.
Neco-Arc is a Neco spirit. Neco spirits tend to impersonate other characters for whatever reason. Like Neco Arc Chaos being a parody from Chaos of Tsukihime and Melty Blood.
