If you're going to submit it, I'd submit it as a reference to simply Star Wars instead of Darth Maul because there is not a lot of evidence supporting the suggestion that it's a direct reference to him.

It's a reference to him. Think about it, no other Star Wars character had a duel-saber lightsaber when Kirby 64 was released.
So if it's a reference to Star Wars, it's a reference to him.

Kirby's weapon is still a refrence to Darth Maul.
Think about it (AGAIN), wouldn't it make alot more sense to someone at HAL to be inspired by the movie that came out only a year ago before the game was released rather than an obscure "expanded universe" comic from 1995?

We can't confirm that someone wasn't. Star Wars as a whole would probably be a good basis.
