He was a Dragon Ball Z Budokai 2 exclusive character, and a fusion of both Yamcha and Tien.

He is referenced in Xenoverse with one of Gotenks's movesets.

Alright, I didn't know about the tv special until I looked it up, and it is the same developer as Budokai, so I figured it could be worth a look, but I can see it either way.
