Nevertheless the website is certainly being constantly updated. The audio is now gone. The header now reads "Silence" and the text in the lie image has seen some erasure. Also, the site's source has the numbers 212 commented out in it.

Update: Whatever the case is this sure looks like something heavily planned.

2nd Update: Looks like ingsoc may have been part of MGSV. Someone from the GameFaqs forum speculate that the number 212 may have correlated to a track in MSGV or a track in MGS2's OST.

So, yeah. PR stunt most likely.
