Time to try this again.
I found a better picture, than what I could get last time, of the flippers in the trading post in west clock town. If you look at the flippers, you can see that the color of the flippers and spots on it, it's consistent with the Zora's "skin".
I think this clearly shows that the flippers in the trading post are an Easter egg or references to previous Zelda titles.
