According to the game's producers Masachika Kawata and James Vance, Umbrella Corps is completely canon with the series' lore, despite not having a story to go along with it.

As is apparent from the quote, the game's name also bears a strange discrepancy. The Umbrella Corporation is no more, as it was disbanded in 2003, so there should be no corps to go along with it. And no, the characters in the game aren't tied to Neo Umbrella, which is a completely different organization from the original Umbrella.

So, according to everything released thus far about the game, it is canon to the series and takes place in 2015, two years after RE6.
