She's from Ring of Destruction: Slam Masters II/Super Muscle Bomber: The International Blowout, a sequel to Saturday Night Slam Masters. Both games are prequels to Final Fight. Back in the day, Capcom USA changed the setting by making it a sequel to Final Fight instead. Why? 'Cuz Capcom USA likes making weird localization changes, that's why.

Love the little pixelated Black Widow that's on her shoes.

"Wait, that's not how Black Widow looks outside of her costume!" - Yeah, you're right. This design is based on a edit of her sprite.
