Family Guy game uses Mario voice clip

Family Guy: Back to the Multiverse seems to have taken Boo's laugh, as heard in various Mario titles, and repurposed it for the exploding elf enemies seen in the Santa Claus level.

Boo's Laugh (from Luigi's Mansion)

EDIT: They both seem to originate from the same stock laugh (evidence below) and are both sped-up to similar speeds.

Do we know the nature of the audio file? Is it under a common license?

After listening to both audio files, they're the same. Except they sped it up a bit. I dont believe they got Nintendo's approval for this.

That's not what I'm asking. Do we know the origin of the Boo laugh? Was it created by staff at Nintendo? Star Fox Adventures has SFX from Doom. That doesn't mean they stole it from Doom.

As it turns out, Bowser's laugh from Super Mario 64 (which was sped up to make Boo's laugh) did come from slowing down a stock laugh sound effect.

And while the voice clips featured in the games in question are different from the Super Mario 64 clip, it's likely they were made in a similar way. Which in itself would make for an interesting piece of trivia, I would just have to change it from intentional to coincidence.
