I want to say that is kirby wearing clothes, but part of me thinks it ain't kirby. Just something that looks like him.

It's Kirby, but from a strange comic released in a German Nintendo Magazine during the 90's where he's a buddy-cop detective with Dedede. Yeah, it's weird.
