The ship and the cutesy artwork makes me think TwinBee, but I don't think it is.

The graphics remind me of PC-Engine or Turbografx 16. Is it on either of those?

It is on the Turbografx 16.

Bravoman? Don't know. Never played a TG16, so don't know many games for it.

It is Bravoman! Simple yet (in my mind) difficult game. I did find it fun though (especially when you can hit your helper to piss him off so he never shows up again in the game).

It is for handhelds?

If you count Android phones as handhelds, then yes.

It mostly known for the PC version.
