They can give that ability to Tommy or give an in-universe explanation as to why Tommy can't do it (maybe he just doesn't how to swim?) if they want to. Just don't give it to Claude.
EDIT: yeah yeah, this is a remaster and not a remake. But still, I gotta mention it just in case.

Has anyone here heard of Carnivores? Today I found out about that game series. Its a hunting simulator game where you hunt dinasours and other prehistoric creatures. The second game has something of an active modding scene.
