It's basically no provoking. Don't say something to someone that will get them to respond inappropriately.
It's like saying something just to cause an argument. It has happened a couple of times today, already. It doesn't happen often here, but it's a good rule to have.

That is a very loose rule. Someone could interpret something like sarcasm as someone actually provoking you. Just what I thought.

It's not a loose rule at all.
It's combining rule #1 into something else. It's making rule #1 way more clear. Basically more to it than that.
