He’s a noble and honest kid who loves games.

Not gonna lie, for the longest time I thought this "Yuta" person was a girl. LOL.
What caught my attention the most is the way they talk about Captain Commando. This implies that the series does takes place in the same universe as Street Fighter... as a videogame inside a videogame. It does take place in the same universe, just not the way most people think.
If I'm correct,
then this would be an example of the "Show within a show" trope
